LIU Qiang

Dr.LIU Qiang is Professor and Director of Strategy and Planning Department, National Center for Climate Change Strategy and International Cooperation (NCSC). He has been engaged in strategy and policy researches on climate change and energy since 2001. He has took charge of more than 50 key national-level research projects and internatioal cooperation projects, and participated in the drafting and study of Chinese national climate change and low-carbon policies for many times. He also served as the Chinese government delegate for climate change negotiation under UNFCCC from 2009 to 2015, lead reviewer of UNFCCC on national communciaiton and Greenhouse Gas inventory since 2010, and seniro consultant of many international agencies such as International Energy Agency and World Bank.
Dr. Liu Qiang holds a Ph.D. degree of Resource and Environment Economics from the University of Chinese Academy of Science.
