Paper title: State Sector Employment and the Dynamics of Unemployment: Evidence from China
Abstract:We study the role of state sector employment on overall flexibility of labor market, using China as an example. We first develop a search equilibrium model that incorporates both the state and non-state sectors and characterized equilibrium labor market dynamics, unemployment duration, unemployment rate, and share of state sector employment. Using unique matched monthly Urban Household Survey data that are representative of the Chinese urban households for the period of 2004-2006, we show the overall lack of labor market mobility in China was largely accounted for by very high costs of posting vacancies from the state sector. Therefore, further overhauling of the state sector has the potential to improve labor market flexibility and reduce long term unemployment.
