题目：When the Young Meet the Old: Evidence on Education Upgrading in China
摘要: This paper investigates the effect of the increase in the supply of young skilled labor (college-educated) caused by Chinese family planning policies on the education upgrading of older cohorts born before the policies. Using both geographic and temporal variation, we show that family planning policies starting in 1964 increased the percent college-educated of cohorts born after the policies. This increase in the education level of young cohorts (age 16-24) caused older cohorts (age 25-49) to upgrade their own education by getting a college degree. We find that between 1982 and 1990, for every additional thousand young college educated in a province there is an increase of 451 older college educated, accounting for about 70 percent of the national increase in the number of older college educated in this period. We also find significant upgrading over the period 1990-2000. The observed increases are mostly driven by upgrading from non-college graduates already in the local labor market and cannot be explained by in-migration of older college graduates. We argue that the increase in young college educated raised the college wage premium for older workers through a mechanism of imperfect substitutability of workers with the same education but different ages, thus encouraging upgrading. Consistent with this explanation, we find evidence across provinces that the college wage premium for older cohorts is increasing in the supply of young skilled labor.
主讲人简介：Dr. Tianran Dai received her Ph.D. in Economics from Brown University in 2015. She worked as a postdoctoral researcher at the Vancouver School of Economics, University of British Columbia before joining the School of Economics at Shanghai University of Finance and Economics in September 2014. Her research fields are applied microeconomics, development economics, and urban economics.
