摘要：人们通常都知道，国家开发银行通过基础设施融资促进了中国经济的增长。而这个报告将重点聚焦于国开行的其他功能，这些甚至可能更重要。首先，在现有体制的约束下，国开行通过制度创新，重塑了地方政府的信用体系。其次，国开行也在财政和货币政策的传导机制中扮演了重要角色，起到了逆周期的调节作用。我们将介绍，这个开发性金融机构是如何在现有体制的约束条件下，提供了这些公共产品，特别是涉及制度的改进。尽管国开行在过去数十年中对中国经济起到了重要推动作用，但是这种模式也带来了一些问题，今天的国开行正在更多的挑战当中砥砺前行。
Abstract:
China Development Bank (CDB) is usually well known as an institution facilitating growth through infrastructure financing. This presentation will focus on other functions, which could be even more significant. Firstly, CDB is a shaper to improve the local government credit system with some institutional innovation. Secondly, CDB plays a role of counter-cyclical in the macro economy both in terms of fiscal and monetary policies. We will find how the developing financing institution in China provides the public goods, ad hoc in institutional improvement, with the regime constraints. Although CDB play a key role in China’s economy in last decades, in the wake of negative effects caused by the preceding model, CDB is facing more challenges today.
Speaker:
Xu joined IWEP (Institute of World Economics and Politics), CASS (Chinese Academy of Social Sciences) since 2008, and becomes a senior research fellow since 2011, then the head of economic development division at IWEP in 2014. In 2012, he also took up the role of advisor to the international collaboration department in Ministry of Finance of PRC.
