演讲题目:Developing Social Science Research Capabilities for AI
摘要:
Today we face an unprecedented number of challenges, as well as opportunities, that can be addressed through science policy and innovation studies. This lecture will explore how the Science Policy Research Unit (SPRU) is addressing three emerging artificial intelligent (AI) issues, and the social science capabilities needed to shape them. The first concerns unanticipated outcomes - while innovation has been widely recognized as the key driver of modern societies, it often creates new challenges that must later be addressed. Second, many of today’s challenges are urgent and only become more problematic and expensive with time, yet there has been a tendency for policy procrastination. Third, research expertise in science policy and innovation studies is shifting from primarily Western institutions and their challenges towards those in emerging contexts, creating opportunities for international research collaborations.
Bio:
Prof. Jeremy Kent Hall is Professor of Innovation Studies and the Di-rector of SPRU (Science Policy Research Unit) at University of Sussex Business School. Jeremy' s research agenda includes a number of interrelated areas such as new technology development, the role of universities on science & technology policy, and the social impacts of innovation and entrepreneurship.
Jeremy' s work has been published in for example Research Policy, British Journal of Management, Technovation, Journal of Business Venturing, Journal of Management Studies, Journal of Operations Management, Journal of Business Ethics, Technological Forecasting & Social Change, and so on.
He has been awarded over $6.5 million in external funding and endowments from for example Genome Canada, the Social Sciences &Humanities Research Council of Canada and the British Council among others. His proposal also secured a large endowment from the Peter Bennett Foundation to establish the Bennett Institute for Innovation and Policy Acceleration, which includes three in-perpetuity Chaired Professorships for the Business School.

演讲题目:Theory and Practice in Innovation Policy and Management
Abstract: Innovation policy and management has become increasingly important as the technological sophistication of modern economies has grown. Policy and practice are often guided by explicit and implicit models and theories of innovation. Because innovation is by definition about things that are new, these models and theories are always incomplete and the innovations they support can change the world that they attempt to capture. This lecture explores changes in models of innovation and the development of more recent ideas that have informed European thinking as nations attempt fundamental changes in how innovation is supported. It illustrates some new theories that attempt to better capture the diversity of innovation across sectors, (to better reflect the increasing importance of high tech services), and the changing geographic distribution of innovative activity within national settings as firms and nations respond to changes in the global environment.
New challenges for innovation policy and practice are emerging related to how nations can change their innovation policy when they have caught up and reached the technological frontier, how national systems of innovation (NSI) approaches can be modified to better take into account the threats and opportunities of changing patterns of international trade, the rise of China as a manufacturing superpower, demographic changes, “weaponised interdependence” and new Geopolitical challenges, de-carbonisation and climate change, and finally the new opportunities and risks emerging from developments in AI. These changes are leading to a new Transnational Systems of Innovation approach”
Bio:
Prof. Paul Nightingale is Professor of Strategy (Science Policy Research Unit), University of Sussex Business School. His main areas of work now relate to technical change, security, industrial dynamics, metascience and financial innovation. This involves continuing work on the funding of small firms. He also works on project delivery, trying to understand what drives success in major transformational projects and major R&D projects. This work explores the inherent uncertainty in complex projects and how it can best be managed. And he also works on science and technology policy, including undertaking evaluations. This work involves looking at mismatches between the science system and the changing needs of a modern service economy, such as the UK. Paul is now the editor-in-chief of Research Policy, and the associate editor of Industrial and Corporate Change.
